2025-08-28Recently, the “Henan Normal University Perpignan International Institute of Technology,” a Sino-foreign cooperative educational institution without legal person status established in collaboration with the University of Perpignan Via Domitia, France, has been officially approved by the Ministry of Education (Approval No.: MOE41FRA02DNR20252502N). This institution is not only the first of its kind at our university but also the first Sino-French cooperative educational institution in Henan Province. It marks a major breakthrough in the internationalization of our university’s programs, signifying a milestone step on our path toward international education and opening a new chapter for Sino-French educational exchange and cooperation.
The institution will focus on “high-level, precision, cutting-edge, and in-demand” science and engineering fields. It will introduce France’s superior educational resources in science and engineering, aligning with the STEM (Science, Technology, Engineering, and Mathematics) education fields supported by the Ministry of Education. The institution will offer four undergraduate programs: Physics, Information and Computing Science, Electrical Engineering and Its Automation, and Computer Science and Technology. It will implement both standard Chinese undergraduate education and French national bachelor’s degree education. Students will be concurrently enrolled at both the Chinese and French universities. Those who meet the graduation requirements will receive undergraduate diplomas and bachelor’s degrees from both institutions. Notably, obtaining the French degree does not require a period of study abroad, thus achieving the goal of “studying abroad without going abroad.”
The approval of this institution is a significant measure for our university to actively respond to the national strategy of opening up education to the outside world and to promote the integrated reform of education, science, technology, and talent development. It will strongly support the development of our university’s disciplines under the “Double First-Class” initiative, boost high-level people-to-people exchange mechanisms between China and France, as well as between China and Europe, and establish in-depth cooperation with higher education in core EU member states.
Our university is the sole strategic partner university of the University of Perpignan Via Domitia in China, and the two institutions have a long-standing and strong cooperative foundation. Over a decade of collaboration has formed a Sino-French educational ecosystem that integrates teaching, scientific research, talent cultivation, and social services. Taking this as an opportunity, the university will build an educational model with distinctive education as the main body, and international cooperative education and Sino-French joint research as the two wings. We strive to establish a high-level Sino-French educational institution rooted in Central China, with nationwide influence and significant impact, and to continuously advance the overall internationalization of the university.
